所以比较对象中存在动作PREVENT，如果省略了将不符合意思要求。即变成了动作性主语同CRIMES进行比较了。

B的省略造成了歧义.

但我感觉E改为to prevent those against a更好. 把it is去掉. 这里保留了个it is但又把as difficult 去掉了.感觉不太爽.

比较的对象是to prevent crimes against property和to prevent crimes against a person.

本来是这样的To prevent crimes against property is as difficult as to prevent crimes against a person. 改成it作形式主语就是这样的It is as difficult to prevent crimes against property as it is to prevent crimes/those against a person.因为平行，所以前后都要改成it的形式。

如果句子是Crimes against property are as difficult to prevent as crimest/those against a person (are)，那么B就对了。

最近看PREP破解，有很精辟的分析，it的指代问题：

在强调结构，即“it+be 动词+强调部分+who(m)或that+其它部分”。
            强调结构中的it 不作句子结构中的任何成分，无所指代，故认为不与后面有所指的it 冲突。

但虚主词，如：it is difficult to do或it is said that（也叫先行主词）不一样，虚主词it 指代了句子的真正主词（真正的主词在句子后部），因为有所指，所以句子中如果再出现其它有所指的it，就冲突了。
        

所以此题原来选的是E，重做时又改成了B，就是因为it的指代有问题。支持B。

如果E中没有it is就是完美的答案了。
