[求助]关于Registrar的签字

我寄了三次材料给学校，但是还是同一个问题，说我的材料没有按他们的要求签名。我觉得很无奈，大家能帮我看看吗？申请的学校要求材料bear registrar's / rector¡¯s signature, title and seal of Registrar with University seal.
        

我的成绩单和学历学位证明都是盖了学校档案馆的章，有档案馆馆长签名。我本科的学校规定，网届毕业的学生都由档案馆负责出具材料，而不是教务处。所以我只能把档案馆当作Registrar's office, 并在材料上写着director of registrar's office, 然后给档案馆签名，并在offical seal of registrar's office的地方盖上档案馆的章。然而，申请的学校依然说“they were not signed by the Registrar / Rector as required”。而且附上了要求如下：

1. Official record from *** university including subjects taken and grades earned by semester and year taken and date of graduation. Students must submit official transcript__s in Chinese with an official precise word for word certified English translation directly from the university, in university sealed envelopes. All documents must bear the registrar's / rector¡¯s signature, title and seal of Registrar with University seal.
               

2. Official copy of the Degree Certificate from University. Students must submit official degree certificates in Chinese with an official precise word for word certified English translation directly from the university, in university sealed envelopes. All documents must bear the registrar's / rector¡¯s signature, title and seal of Registrar with University seal.
           

我真不知道我的问题出在哪里，请大家赐教！！！！！！
