今年ROSS的面试PLOICY 改了, 如果被邀请面试并已顺利完成, 是否意味着基本OK? 一般都要等到规定的日期才能看到结果吗?

I don't think so, this year bounds of applicants got interview invitation from Ross. So I really don't think grant interview means you will probably get the final offer.
