A:应该不是to的问题,而是a method这里做同位语有歧义, 变成items是一个method

C:protecting代前句animal-hide shields with wooden frames were essential items of military equipment，整个过程作为一个方法

were essential items of XXX to protect 感觉这个用法比较awkward，用不定式的话ｔｏ前后要有很明确的目的关系
这里表示的是一种状态或用途，感觉用动名词更合理一些

to protect的不定式引起施动者不明确。上一句话有很多个名词，很难说protect是谁发出的

如果是不定式做定语，有以下几种情况：

1.构成动宾关系：I have something to say.

2.介宾关系：Henry is a pleasant man to talk to。

3.主谓关系：He is the right person to do that job.

4.同位关系：His plan to set up more branches in other cities was not approved.

参照上述3的主谓关系，没有“，”直接是items of military equipment to protect....看似正确，但是与原题原意就产生差别了。关键在于这个分句前一句的语义，请慢慢体会下。

原题与正确选项OG的解释： If the participial phrase were to modify the previous clause, a comma would have to be inserted between combine and allowing. A better choice would be to follow combine with to allow, showing purpose. In this sense, the environmental changes combine in order to allow the water to flow back east.
