题中化线部分ａｎｄ前面是个句子，后面好象不能构成主谓结构把，这能用and吗

答案是B。
这里有个平行是access to people... and to workers...所以D，E就排除了。A前面缺了and，排除。C在不定式前面加了个逗号，把不定式割裂开来了，排除。

我觉得这里and otherwise句省略的是workers，就是说otherwise these workers who are changing jobs could be uncovered for months.

同意楼上。但是我对错误有自己的想法。C, TO DO.... 不定式状语表示目的未尝不可，并不是因为逗号割裂的原因。错是因为其动作发起者不明确，不能说BILL发起了ESTABLISH,而应该是人或者方法ESTABLISH. 另外C,E最大的毛病在于最后的THAT,修饰JOBS，歧义。D的毛病在于不能说GUARANTEE ACCESS FOR PEOPLE 应该说GUARANTEE ACCESS OF SOMETHING TO PEOPLE. 另外D说BILL IS FOR STANDARDS本身就是不合逻辑的。

大家认为呢

很同意诶。我想得有疏漏了。

这里的现在分词是表示结果伴随，用不定式是不恰当的。

the sentence means: the proposed bill would increase govt. regulation by establishing certain standards.

A. seems like increasing regulation and establishing standards are two separate functions. also "who" seems to modify jobs rather than people

B. correct and logical=> the bill proposes to increase regulation (by) establishing standards. also people who are changing...and (who) otherwise ....is parallel.

C. gets it backwards. bill proposes to increase regulation to establish standards as though establishing standards is the main purpose
also says "that would be uncovered" modifies jobs instead of people

D. gets it backwards like in C. "who" modifies jobs instead of people

E. gets it backwards like in C and D. also "that would be uncovered" modifies jobs instead of people

hence, B

看懂了为什么不能选C，但是B我一开始排除了是觉得划线后面的otherwise是连词，怎么最后划线里面可以有个and当连词呢？两个连词不是不能连用吗？
