in A, "those" referes to "the quality", yet "that" is needed here.

so, E is preferred.

but, i don't know what "by far" means ?

by far有"顯然"的意思
a答案的surpass應為複數型

E确实不是很好，但好过B；因为B犯了个致命的错误，就是对those的使用，文章是讲quality，一直都该对应的为单数，所以无论是动词surpasses还是后面对称的代词that都是表现为单数形式；客观得讲，B的not only…but also中的对称比E好
