请教——奇怪的代词指代？？？

对大多数顾客来说，即便没有损毁索赔和市场波动，汽车保险的价格也连年持续上涨。

为什么会选c呢？they指代的是谁？不选a是因为没有be动词（只能用being而being又是大忌）不够完整吗？of后是damage claims and moving violations并列吧？

they指代consumers,不选A是以为free……逻辑主语应是consumer,语法上其主语却是PRICE
