不是公民申请公立学校会不会要求特别高?

I was wondering in order for an international or non-citizen application to be accepted, especially by State universities, whehter the application must present an especially compelling strength and outstanding qualification.

I heard that admission preference is always given to local applications and there is only a small proportion of international applications that will be accepted.  And in general, average GMAT/GPA of internaitonal students are noticeably higher than the average of local students.

The only problem is diversity. If you are local, you are in different category to the international students. It could be good or bad.
