the correct answer is b,but why a is incorrect? just as it is wordy? please!

a greater proportion 是more than half the spending的同位替代，主句与从句的主语谓语均相同，所以可以全部省略，从句只剩下时间状语。

a选项中，it 不能指代复数主语costs,动词was也与主句的实义动词accounted不能对应(应用did对应)
