prohibiting landfills from accepting... 让我感觉有点landfills主动accept的意思， 不知道我

This is an interesting question.    Here is my two cents (opinions):

C = ...to enforce statewide bans prohibiting landfills from accepting leaves, brush, and grass clippings.

=...to enforce statewide bans (which are) prohibiting landfills from accepting leaves, brush, and grass clippings.

Thus, the difference between  that one is "...bans prohibiting landfills from accepting...." and "...bans that prohibit landfills from accepting..." is the difference between 现在进行时  and   一般现在时.

分词或者定语从句修饰bans都可以，如果按照你的改法，严格上说不能算错。

但分词更强调过程和状态，从句更强调一次性的行为和结果。在这里用分词更合适一些。

此外你还记得有一道题是机枪打鸟的么，那道题用的从句而不是分词作修饰，因为强调是一次性的行为。
