Let's take a look about "that of/those of":

A grandparent's job is easier than a parent's. (NOT .....than a parent's one)

A grandparent's job is easier than that of a parent.  (NOT...than the one of a parent.)   that = a job

Trollope's novels are more entertaining than those of Dickens.  (NOT....than Dickens's one/the ones of Dickens.)

对于that，可能LZ会觉得它引导限制性定语从句，限制性定语从句前面不能加逗号，

但是这里的that是做代词指代faction，没有所谓能不能加逗号的规定

举个大全的例子

117.  Bihar is India’s poorest state, with an annual per capita income of $111, lower than in the most impoverished countries of the world.

(A) lower than in

(B) lower than that of

(C) and lower than that of

(D) which is lower than in（B）

(E) which is lower than it is in

117的that起的就是代词指代an annual per capita income。

还有那个to what是同位语，不能改做to which（非限制性定语从句），(to) what had been a pre-Columbian form of ownership respected by the Spaniards ＝(to) communal ownership of land，2个to分别对应

不知道有没有说明白

faction, , proposed a return to what ，这道题就解完了，是的what要当前边的宾语后边的主语当然不能换。that那部分是来补充说明the most radical faction, that of Zapata and his followers。。。。。。。读都不需要读。
