我也觉得这个题还是有疑问,因为到底是谁delay access to funds from deposited checks?不是customers拿不到funds吗?怎么是银行发出这个动作呢?请指教

请问为什么用a bank disclose而不是a bank discloses?

答案是C。但是我认为答案C应该也有毛病，就是这里的it有指代不清之嫌，它可以指代a bank,也可以指代The Gorton-Dodd bill。难道老美认为只有银行才能对客户做出规定？但实际上非常可能银行向客户宣布的规定很多都是由政府法规要求制定并要求银行向客户公告的，所以说the Gorton-Dodd bill will delay access to ...也说得通啊，不就有歧义了嘛？而E用的被动态就能没有这个问题，但是OG却又认为这里用被动态会使施动者指示不清。请哪位高手指点一下？

especially 'that' clause is underlined.

the correct usage of require is as follows.(I posted it once)
I.

a. require a b
b. require b of a
c. require of a b

II.
a. require a to Verb
b. require A that S V('to be' form) ex) she disclose(not she discloses)
c. require of A that S V(the same as above)
