对于为什么要加that我是这样理解的，“Bethlehem Steel once conducted operations from mining at one end of the process to shipping at the other have greatly downsized, or in some cases shut down altogether. ”这是一句完整的话，表明BS曾经做过某件事情。而原文中用的是such as，意在给companise举例，那么后面接的就应该是一家具体的工厂来作为例子。如果不用that, 感觉such as 举出的例子就是后面以一整句话描述的情况，不是给companies举例了，所以应该把后面的部分变成从句来修饰BS，那么BS就仍然是给companies举出的例子，这样逻辑上比较合理一点。
不知道这样想有没有一点道理……
