毫无疑问，B错了．但是Ａ呢？应该是puts吧？

为什么Ａ不行啊？  that 引导的句子在这里说不通的.这里要表达的是因为的意思.

２．-------The first city in the United States that (put)(A) into effect major (plan)(B) for (the clustering)(C) of government (buildings)(D) was Washington,D.C.

毫无疑问，B错了．但是Ａ呢？应该是puts吧？ 可以用过去时,put 是过去试.
