如果BAN后面更从句的话,是不是用虚礼语气呢?

没有找到BAN THAT的用法, MW有下面的例子:
2 : to prohibit especially by legal means  *ban discrimination*;  also   : to prohibit the use, performance, or distribution of  *ban a book*  *ban a pesticide*

LONGMAN2003有:
Smoking is banned in the building.
ban somebody from doing something
Charlie's been banned from driving for a year.
