按照OG的解释就是说如果两个最高级（相同级别）并列，则后面一个最高级的“THE”可省。

原题中，一个是“第十强”，一个是“最强”，级别不相同，所以必须将定冠词补出，避免语意不清（后者可能也同样理解为第十强）。
