我也支持A，C用了过去进行时，让人费解。我第一个就排除了C。

但是A中有一个问题供探讨：

代词they有歧义，它既可以指代sales,也可以指代stores。

A有歧义，即they即可能指1/4店，也可能指全部店。说实在，我看完题目未看选项也不清楚到底要关啥。

C的that在宾语从句中可以省略，ETS出的题干中未划线部分就有类似：he say he will do it的表达。如果没有其他更优选项，这个也对。
