我觉得是意思不对，句子的意思是说，不管他的优点有多少，。。。的建议。。。。

可以, 下面的例句来自Longman.

Whatever I suggest, he always disagrees.

对于此题，我的看法是：

B，may be是不需要的，因为已经有whatever

C，as a proposal可能被认为是修饰merits，歧义

D/E，the proposal无所指，不能认为to tax/taxing...指proposal，因为即使这里换成代词，它也不能指代所有格位置上的proposal。

但是我有一个疑问The building must be saved, whatever the cost.longman中的原句是The building must be saved whatever the cost。原句并没有逗号，查了很多词典，没发现whtever可以直接跟名词，要么用for whatever直接作名词，要么根句子whatever I suggest.请问nn，whatever 后能直接跟名词吗？
