According to some analyst ,whatever its merits ,the proposal to tax away all capital gains on short-term investments would, if enacted , have a disastrous effect on Wall Street trading and employment.

(D) the proposal’s merits are , taxing

Ans

But I can’t figure out . my ans is A.

Who would give a stupid girl a big hand ?

如果我的判断和记忆没有错的话。这题的正确答案印该就是A. 恭喜你。

为什么就是A呢?因为如果看句子里的未划线部分有提示,if enacted, 只有proposal可以enacted,其他的不能。

我虽然不是版主,但还是出于善意做一个提醒:(1)在你的标题行列出题目的来源,比如说885/section d/Q12等等。(2)尽量把题目何不清楚的答案打全。这并不难做大。感谢CD给我们提供的语法最全资料885题。就在语法专区的前面几个贴子里可以下载。你只要粘贴和拷贝就可以了。这样方便别人,也就会有根多的人会帮助你。

还想请教:
B选项的its merits may be我觉得是没错的,那么是错在proposal是跟不定式还是动名词的固定用法上吗?
还有就是as如果不是跟的句子必错吗?

我以为 whatever its merits may be 常用,没错,只是ETS不喜欢, 因为 whatever its merits
已表达相同的意思,且更简洁

the proposal to do sth        
the proposal of somebody   

as 可以做介词 只跟名词

The proposal of sb? Why can't it be the rpoposal of sth? If I wanna say the proposal belos to sb. , I would say XX's proposal, my proposal...This should be more concise than using a prep+O after the n.

为什么C不行?


用PROPOSAL指代TAXING这个ACT。


同时TAXING作为一个ACT不能被ENACTED吗?

It is my understanding that we say "enact proposal", but we do not say "enact taxing" - Taxing to me, is a Dong Ming Ci, but we have a noun for it - taxation.

In addtion, "whatever its merits as proposal" does not sound idomatic.

Therefore, C is not correct.

But I have a question:  can we say "whatever its merits"? Should a sentence, not a noun, follow "whatever"?  Somebody please help.
