4 double可能做形容词，不确定，看看OG11上的解释，最好贴出来看看：）
11 并列结构 to do A, to do B and to do C，也可以to do A, do B and do C
15 although本身就是从句，前面用and连接，后面的句子就没有主句了，所以是sentence fragment

Here, much is incorrectly applied to ministers. As 1997 incorrectly completes the comparison; it would have to be as many as in 1997,which is not one of the possible answers. double 当形容词，後面会直接接名词 ex double cheeze.

double the N    应该是当动词的用法(刚查朗文字典)

可是这里double当动词应该要用分词结构好像比较正确？

15.although 引导的是从属子句，从属子句一定要有主要子句，要不然就是不完整的结构。

故(C）选项後面只有一个从属子句，没有主要子句，是fragment.
