14.省略了allergy，意思是做试验去验证对食物的过敏，比如对牛奶的过敏，因为用的是allergy to milk，把allergy省略后，还保留下to milk。

那就是说这个to不是和前面to identify中的to所对应咯？？，可是总觉得不会无缘无故出现这样的省略吧，难道不该与前面的to所对应吗

OG答案是D，我觉得A的逻辑含义不合理，因为不可能减少已经排放进五大湖的phosphates的量，已经排放进去的东西怎么可能减少呢？！

所以A不对，D中的一般现在时表示一种一般状态。

所以D是正确答案

其实逻辑上来讲A是行得通的，这个法案从1972年开始生效，减少了允许排放进五大湖的phosphates的量，这个量是在以前被允许的，发生在1972年之前，用past perfect完全可以。但是正如ls某位同学所说，这个法案至今都在生效，直到今天被允许排放的量都是减少了的，所以用现在时表达现在一般的情况。个人觉得这个题目出的不好，其实两种解释都行得通的
