When I took the question, I also regarded they as the representation of loans. But OG interprets that this preposition represents payments. I would like to receive OG's notion and considere it the logical and idiomatic difference between Chinese and English language. In other words, we say dai kuan dao qi in Chinese while payments will be due in English. Moreover, when they are due is an adverbial modifier of condition here rather than a modifier of time. That is the reason why the subordinate clause uses simple present tense to refer to the future.
