问什么to be paid 不可以，to be made 就可以了呢？

对，due本身就有将来到期的意思

A中省略应该是：when (they are) due

BTW,个人觉得，DE中的they指代问题不大，毕竟在……in such trouble that 后面的部分里面只有payments是可以指代的
