Deadline for each Round is different for different schools.

Generally speaking, R3 has very slim chance compared with R1 and R2, unless you have very strong and unique background.

The "start" date is not as important as the "end" date, which is the deadline. The deadline for 1st round usually is between Oct and Nov.
