答案为E 但是A为什么不对呢？

E选项中reqire sb to do sth这个结构最简洁，所以是最佳答案。
A选项在GMAT语法中是强烈推荐要省略should的，不过，即使省略了should，也比E选项要逊色，因为没有E来得简洁。

我只听说过mandate sb to do sth结构，没听说过mandate sth to be done结构。所以A是最佳答案。
