Logical predication + Diction

The original sentence suffers from the imprecise use of words. The subject of this sentence is the technical term 'pagination." A term is not a process but rather a means of referring to a process, and thus the verb is should be replaced by refers to. While let and leave can be used interchangeably in some contexts, leave is not an acceptable substitute for let when let means to permit or allow.

我查了克林斯辞典，means即可以接to也可以接of,我觉得这道题的考点是平行结构，还有就是economic和economically的区别。

LS，下面是我自己总结的，你可以参考下，不对了请指正：

a means to + do/名词词组：表示means所要达到的效果或结果，但是这个还未达成。

a means of sth.:并没有明确的目的指向，比如：a means of expressions（摘自朗文）

greater是指包括市区及郊区的的意思么？

那这样的话as a means to greater economic development个人感觉to后边少了个动词~~

我认为means在这里做财富，收入。

因为不能说“艺术”是“手段，方法”，逻辑上是错的，所以不能用as a means of

解释为：尽管紧缩的市政预算和萎缩的联邦支持，但城市还是强调艺术是更好经济发展的收入，所以投资百万美元在文化活动上

the arts 暗示单数

            art, music, theatre, film, literature etc all considered together:

langman上说，means在连接to的时候只有两种情况，一是a means to an end,这是个固定搭配；二是have the means to do sth, 这也是固定搭配，其余的都是一般连接of的，我不明白这里OG强调的这个as a means to 是什么意思
