求助。对这道题也有疑问：

1，OG11版的解释说as a means to是idiom，而as a means of不是正确的idiom。但是我查了LDOCE4和Collins2006，发现恰好相反：as a means to sth的搭配几乎没有，as a means to do sth倒是有（不定式表目的）；而后者as a means of 的例子实在太多了，art as a means of expression, use music as a means of communicating with people...；

2，后来又仔细查了查，终于发现只有一个a means to an end的固定搭配，意思是 something that you do only to achieve a result, not because you want to do it or because it is important；例句是For Geoff, the job was simply a means to an end. 其他再也没有发现；

3，（补充）这道大全510其实也是OG11版的第60题，但是在OG10版中没有，所以讨论的人很少。我搜索了半天才发现这个帖子。

请高手指点！

我觉得这里不是在考察固定搭配的问题，as a means of作为一个固定搭配是肯定没错的，但是它表示的是“作为......的方法”，后面跟的应该是能够表达动作含义的名词或动名词，就像慕萧峰GG举的例子中的expression和communicating with people一样。而本题中，of后面跟的是greater economic development，译成“作为更快的经济增长的方法”就不妥了，所以这里用to表示的是达到某种目的的手段和方法，就像习语a means to an end想要表达的那样。arts是被当成是获得更快经济增长的手段。因此，这里应该使用to而不是of。

嘿嘿，一点拙见，说错的话不要打我哦。
