Nebraska has floods in some years, (while it) in others (has) drought. 不知道是不是这样省略的.或者,再转成while it has drought in other years更好想一些

至少,逗号前后的主语都应该是Nebraska, B中形成了两个独立句子,缺少连接词,而且逻辑意思不对; C中other droughts成为了新的主语,意思不对,while后面应该加句子,也缺少成分了; D,怎么看也不对了
