regard ...as 是正确搭配

A, D语法上都没有错。

但是，regard的同义词respect, esteem, admire；consider的同义词study, contemplate, weigh。前者含有recognize the value of the person or thing的意思，但是后者没有。前者没有错，所以优于后者。

也许也是一种不平衡.觉得要在impressive后面补出civilization好点.
(当然在这里,句意所追求的,本就不是consider that这意思了,如你所言)
