   He does not have enough time for another activity.

   He is not qualified to work on the paper.

两个关键点，抓住其中的一个就行了。一个是“a big job”,一个是“over committed”,

两个点都暗示一个意思，工作量大，占用时间，所以男的用虚拟语气来委婉劝告,此外，reconsider也有这个意味。
