whose 可以修饰物。怎么这么怪阿

主要是raising这个现在分词的问题，谁（The city？projects？or cost?) ，发出的这个动作？这种分词一般都不对，容易产生歧义。

哦，谢谢楼上这样解释明白多了，就是说如果现在分词出现要特别小心它的逻辑主语会不会产生歧义。恩，好多陷阱哦：）
