查了一下 Longman, 好像確實沒有 "so much that..."這樣的用法.

只看到 "so much ... that...", 比如:

There was so much smoke that they couldn't see across the hallway.

另外有固定搭配: only so many/much, 意思是: there is only a limited quantity of something

e.g.: There’s only so much that anybody’s brain can handle at any one time.

可是我也還是想不通為什麼是 an inventory & as much as... 繼續頂...

个人理解，这里需要把inventory equal to 90 days sales作为整体来理解，意思为“90天的存货周转天数”。同前后连起来an.......is就是90天的存货周转天数这个（指标值）是……，所以用单数。
另，本句的意思是90天的存货周转天数相当于最好的企业的水平，而这只是为了对价格上涨的情况提前做准备或者避免发生商品短缺。

而不是

90天的销售库存（也就是库存的量可以足够90天的销售）对于最强的商业运作也是足够的了，而且也可以预期更高的价格或保证防止供应短缺。

中预期更高的价格的意思

查了下字典,发现as much as有如下意思和用法:

"as much as  adv.差不多" 这题副词放在形容词even前进行修饰.意为 "差不多和...一致"

感觉这题考的是 as much as 意为 差不多 的用法 和常见的 as much/many as 这个固定搭配的区分

好像这样理解就非常通了

我觉得另一种表达可以是：Even the strongest businesses will not carry an inventory equal to 90 days sales, unless they use that as a way to anticipate higher prices or ensure against shortages.

that后面有情态动词表目的

没有情态动词表结果

so many ...that也是类似的结构

用在这首先是改变了原句数量差不多的意思
