但是感觉前边的people和后边的people不是同一个阿？前者是参加job training and general education 的  后者是enrolled in colleges and universities的   为什么省了主语people呢？

就是因为前后的people指的是不同的人群，所以把比较后的主语省略了。

如果不省略,前后的 people 指同一组人，就混淆了。

ABC are gone.

D, as many as, --- "8 M people" and "the enrollment" can not be put into one comparison.
