I dont understand the question. Should it be "how would you describe the overall strenght of the candidate?"

The question is not that way. The original context is as follows,

8. To what group of individuals are you comparing this applicant?                           
9. How would you describe the overall strength of your recommendation?                     
10. What is the highest degree you have earned and at which institution did you earn it?

In my opinion, the question askes how candid the recommender thinks the recommendation is. I can be very wrong....

It is such a strange quesiton. I have seen question 8, but never 9 or 10.
