对于E的解释是that代指什么不清楚，但是我觉得that不是代指的circulation吗？还原的话就是1995'10-1996'3的circulation小于一年前同期的circulation。

主句当中 in the six month并不是修饰circulation的定语，而是时间状语修饰主句或者说谓语had：

(S)【Most of the country's biggest daily newspapers】 (V)【had】 (O)【lower circulation】(adv.)【in the six months from October 1995 through March 1996】

所以实际上主句中并没有所谓【1995'10-1996'3的circulation】这个名词性意群，只有【circulation】，所以E并不平行，假如强行平行，相当于拿概括性的【circulation】和具体的【一年前同期circulation】比，同时省略了时间状语 in the six months from October 1995 through March 1996。

换句话说，用E的话，相当于从句在circulation后面有定语时间限制of a similar period a year earlier，又有时间状语 in the six months from October 1995 through March 1996，句义让人无法理解

1、前面是circulation in, 后面是that of +时间段。这个表达是时间段的流通，很奇怪。且和前面的circulation in 平行会更好。
2、原句要比较的是什么，A has a lower circulation in +时间 than A has a ….circulation in +时间。我觉得这里要比较的并不完全是名词的circulation，而是整个句子。如果是circulation in +时间 is lower than that in +时间，这样就比较的是名词，这里使用that，就更合理。
3、至于OG说的that有歧义，我猜他指的是，that还可以指代newspaper吧（为啥这里是单数，我也觉得奇怪）

看错了，newspapers是复数。那that指代不清的情况，用一楼的解释会更好；前一个circulation是广义，而后一个是限定。应当是限定和限定比较。
