During the Second World War, as one of the first civil-rights measures, the United States
Congress enacted legislation to allow all armed services personnel to be able to vote in
primary and general elections and not have to pay a poll tax.
(A) to allow all armed services personnel to be able to vote in primary and general elections and not have to pay
(B) to allow all armed services personnel to vote in primary and general elections, and they did not have to pay
(C) that allowed all armed services personnel that they could vote in primary and general
elections without paying
(D) allowing all armed services personnel to vote in primary and general elections without
paying
(E) allowing that all armed services personnel could vote in primary and general elections
and did not have to pay

首先allow是在说legislation的内容,而不是在说enable的目的,所以不用to do修饰enable,而该用定语修饰legislation,排除AB;
其次allow sb to do sth,不存在allow sb that的用法,排除C,而allow that sb could这个用法中allow是接受、承认的意思,与句义不符,排除E

如果你纠结的点在于B选项后面and与C后面without的部分,简单来说without做状语修饰vote,指的是vote的时候不需要交poll tax;而用and是在表达两个独立的事,后面的did not have to pay poll tax仿佛跟vote是分开的两件事。

New customers can drink beer without paying anything.

New customers can drink beer, and they don't have to pay anything.
