你說的對﹐賓語從句中的that是不能省略的﹐但是我想在這裡後半段不是一個獨立的賓語﹐這個句子的完整賓語就是﹕海水中的細菌要被測試而且其結果要向公眾公開。所以that引導了一個而不是兩個賓語。

從結構上講﹐應該是沒錯的。order that引導的從句要使用虛擬語氣﹐而ETS對虛氛語氣的要求是其中的should必須省略。我記得這句的答案是這樣的。 (order )that the levels of bacteria in seawater at popular beaches (should)be measured and the results (should)be pulished.

也就是從句都使用虛擬語氣﹐其形式都是 n. of .n. be v-ed形式﹐很完美的平行結構呀。
