这句子只有主语是debate，那谓语动词是什么？

an idea 以后的内容好像是都是 the idea of single common language 地同位语，那就没有谓语了呀？？

另外，为什么选A，能说说其他每个选项的错误吗？谢谢！

这句话的结构是the debate should foster the idea, an idea that has been.....

不是呀， the United States 好像才是 should foster 的主语， of  whether the United States should foster the idea of single common language.

我又仔细看了一下，谓语好像是 centers on ,说关于bilingual education 的debate 中心集中在issue.

我向知道为什么不能用become，因为有个in the past

还有，我觉得

 binding together diverse constituencies与  binding  diverse constituencies together 没有什么区别，在句子中可以这样换

总之，D没有错呀

主语的动词是CENTERS

BECOME是一次性动作,不能用过去分词.

become绝对是可以用过去分词地~~~

而且我觉得就语境来说用become比be要合适啊——如果是been，表示the idea一直有很重要的地位，那就不用foster了啊~~

我觉得这里强调是一种状态，而不是改变的这个动作。所以应该用be, 而不用become
