My Question：

排开其他的错误不谈，这里怎么理解whose的非限定性定语从句的作用，想确认一下一个问题

whose有直接限定修饰前面一个名词homeowners的作用，而in that和because丧失了这种修饰的作用，仅仅只有解释说明前一句话的所用

可以怎么理解么？对于这个wordy，实在不太理解，请大家帮帮忙！
