请问答案E中 it 能否换成 that? 就是 as that was of earlier generations? 不太明白it ,that 在比较从句中指代的区别，好像一般都用that 指代前面提到的单数内容阿？z这里为什么能用it?

rate that offered by many nearby factories 这里是offed的主语变了，所以rate不是同一物了

economy far more diversified than it was 这里主语明显没有变化，都是Florida's economy，所以是同一物

那么这题的goal不是更类似于rate吗？
