求问逻辑大全上的一个题

One tax-reform proposal that has gained increasing support in recent years is the flat tax, which would impose a uniform tax rate on incomes at every level. Opponents of the flat tax say that a progressive tax system, which levies a higher rate of taxes on higher-income taxpayers, is fairer, placing the greater burden on those better able to bear it. However, the present crazy quilt of tax deductions, exemptions, credits, and loopholes benefits primarily the high-income taxpayer, who is consequently able to reduce his or her effective tax rate, often to a level below that paid by the lower-income taxpayer. 不知道是gmat的还是LSAT的,我想知道这个therefore 后面是需要补充一个啥?结论?那B & E 为什么不行?

1. therefore 结论引导词,后面需要补充一个结论
2. 为什么B不可以:因为B中所述的 a flat-tax system 【that allowed no reductions or exemptions】在原文中并未定义,你不知道该项带来的具体影响,同时substaintially,这个程度,原文无法得到支持;
3. 为什么E不可以:第一,fairer,没有判断标准,原文仅说 greater burden;第二,any progressive tax system原文未定义,即使理解原文第二局,a progressive tax system之后是一个非限定性定语从句,即所有的progressive tax systems都有更多的burden, 第三句中,the present 说明第三局说明的特质只是目前在施行的tax system的潜在可能性【able】,即使如此理解,仍然无法判断是否fairer;第三,able, 应然和实然,仍然是不同的。
