虽能选出答案，但看了OG分析后对某一点不甚理解
OG答案中提到

"To estimate" is less ideal here,(as opposed to "how to estimate", for example

看完觉得很有道理，而且这一条可以用于判断除正确选项的所有其他选项。
但是我并没有查到类似的题目或总结？并且，已知To do既可以做主语，也可以有to do sth is n.的句式如To be a singer is my dream
所有可不可以单纯理解为语义上的不够合理？to do sth 不可以是一个problem

以下是我的理解有錯誤歡迎各位牛人指正

我的解法是
Ａ選項to V可以修飾動詞is或者特定名詞（例如way to ....）
但problem並沒有未來的含義（未來含義如plan等等） 所以並非特定名詞
因此刪去Ａ選項

而你舉的例子To be a singer is my dream
dream則有未來的含義
所以要看to所修飾的對像是否有未來含義或目的

我觉得你说的特指和泛指挺有道理的，不知道是不是一个一般规律
未来含义的问题持保留态度？
比如To repair computers is my job？但这个是特指，可能就能解决吧
