关于B的争议都集中在攻击第二个和第三个是被动语态be enforced, be reduced 里的be, 和前面的 be cleaner 的系动词作用不一样。 我觉得不要看到enforce 和 reduce都是动词就一定判断这里是被动语态,动词的-ed分词形式也可以起形容词作用。 Longman: enforced: adj: made to happen, especially by things you cannot control e.g. enforced absence/separation; a period of enforced isolation dictionary.com: reduced: adj. that is or has been reduced. e.g reduced noise, reduced paycheck 把B补完整之后就是:the city’s streets could becleaner, its fire code (could be) better enforced, and its crime rate (could be) reduced。我觉得把这里的enforced 和reduced理解成形容词没什么不可。
相比C的两大硬伤:1) it 指代到所有格中去 2)就算it 指代city,原意中并没有说是city发出reduce crime rate这个动作,只是说有这些service之后crime rate会有所降低,但不一定就是由city 来 reduce的。
