我觉得在A中能够清楚表达 rights and obligation和resources间关系的就只有of了，怎么也不可能是and啊？

我觉得不管是哪个and,每个都起到了平行的作用。先说第一个and,解决了与 

organized……，provided……，and defined ……之间的平行；其次，defined 

rights and obligations ，这个and解决了rights和obligations（权力和义务）之间的

平行；最后， involved in the distribution and consumption of those resources这是

个补语，其中的and连接了distribution和consumption，也起到了平行的作用。
