那么，最后的疑问就是，通常来说，如果第一个People不省略，我觉得后面省略People who是没有问题的，但为什么这里第一个People也可以省略，这里是属于什么用法？

回过头看有点新的想法...又是自己来回答..

1.这里省略了主语People，因为根据逻辑可以无歧义推断出people是are enrolled in..的主语。
2.这里as many as 是将前面的 8 million people 的数量和后面 people who are enrolled in..的数量进行对比，原理类似的如今天老师举的例子：
The cost of ticket is 12$, six times the cost of ten years ago.
3 about 和 as many as 不Redundancy，as many as 引导的是前后的比较，about修饰as many as，表示大约和..一样多，意思不重叠
