I have tried this before, applying to econ programs saying I am interested in applied micro and finance programs saying I am interested in asset pricing. It worked out fine for me, got offers from both two types of programs, but I would say it's actually very challenging. You really have to have something solid to talk about in both fields. It may even turn out to be a nice combination if you can state it nicely in your SOP. The most difficult thing may be that you need recommendation letters supporting both two (or more) fields. In my case, I have finance professors and applied economists crediting my research experience in the two fields accordingly.
In short, it is doable, but hard. You really have to work hard to persuade the committees.
