求问OG18 Verbal分册-207题

E. who are the ones to have

这道题虽然做对了，但主要是靠的是语感，感觉这是强调句式It is...that...，然后gmat里面that不能修饰人要换成who，所以选B
不知道这个思路对不对，然后希望讨论一下各个选项的错误，特别是B选项，with结构和who have定语从句在这里主要区别是？

with 可以表示：sth is together with something else or contains something else
