这句句子当中annual roadside counts along established routes到底是什么意思？因为这里看不懂，第一次做这道题是也没有办法判断表达目的的to monitor。

个人认为，语法题有意思的地方就在于，不必非得完全搞懂句意才能做对。看出来句子结构其实就差不多了。这里Survey调查use XXX to XXX，用什么什么办法来监控，所以【annual roadside counts along established routes】肯定是某种手段或方法，不用太过纠结。
