B: better enforced, and its crime rate reduced

C: could be better enforced, and it could reduce its crime rate

D: better enforced, and its crime rate could reduce

E: could be better enforced, and its crime rate reduce

Don't know which one is better,B or C?

It seems that in B, both COULD BE have been omitted.So grammatically, it is right.

But C has no gramatical mistake too, and it reads more fluently.

如果选B的话，是形成 the city’s streets could be cleaner, its fire code (could be)better enforced, and its crime rate (could be) reduced 吗？ could be能够省略吗？

应该是B,因为这题是A,B, and C的句型，在gmat中，这种句型主语要对称，可是C中的the city's street, its fire code and it不对称，所以不对！要是ets准备这样表达的话，那么应该是the city's street and its fire, and then it could.所以应该选C!同样句型在og中出现过。

我想Z520m说得很对，这种并列还是要考虑主语形式上的一致。B应该更好些。

原来还用这种对称形式，谓语都省略了！
