求助呀，遇到一个关于and的用法

and前面有逗号，不是加一个complete sentence吗？为什么这里C选项，and前面有逗号，却不是这样呢。太困惑了。

我好像看了你之前关于兵马俑的那个问题。这里的逗号不是comma+and那种句型，这个逗号是为了结束之前during the reign of vespasian这个modifier，所以实际上and前面是没有逗号的。把modifier去掉，句子就变成了began in A.D. 69 and was completed a decade later。
